all of my switches use 169.254.0.239
I have several GC728X switches, most 28 port, a few 52, firmware v1.0.5.32. All list their connected neighbor switch as the same IP that appears in the Mangment IP for all devices. Except 2 GC108...

Static IP == DHCP reservation, or a static IP config on the switch?
With DHCP, what can happen is that if the switch does not get an IP config by DHCP within a relatively short time, the switch will fall-back to the default IP address.

Can anyone tell me why, if there is no DHCP on my network and the switches are configured with static IP, does the port connecting the backbone devices default?

Probably not. Wild guess something like a random config reload, which does fail at some point - before the management IPs are set again. Or some part of the config are skipped or error-out...

Still looking for assistance with the issues involving default Management IP use when configured with Static IP.

Can't see another way but open a support ticket. Wild guess your GC7xx switches don't boot completely, error-out at some point, or some cloud config (being on dynamic) does overwrite a local config, .... or simply the network isn't ready before the management IP does fall-back to the default before the DHCP is reachable.
