ARP Cache Empty Except 1
Before I start, I want to clarify that mine's a GS728TPPv1 (no v#), but that wasn't a choice for the "Associated Products," so I picked GS728TPPv2. I need to check the ARP Cache table every hour ...

The ARP table is only populated where and when required - on a L2 switch if there is an IPv4 access to the router, on a L2+ switch with some basic L3 routing. No switch does maintain a generic repository of all ARP (MAC<->IPv4) on the network.
