Hi DaneA,
After some research and some digging around on the PC, I figured out that the firewall was blocking the TFTP port. After allowing Inbound and Outbound UDP for the TFTP port, I was able to get the TFTP server to work.

A look at the error logs shows that the switch was trying to find a TFTP server at the IP address I gave it and timed out when it didn't find one. A bit of closer reading would have pointed out that the switch was acting as the client, not the server (The label on the Upload GUI does say "Server Address" after all).
Which brings up another question: Why can't I upload log files using the HTTP File Upload screen? Are the log files sent as text files? The HTTP interface can handle the image files and config files, why not the log files?
