Hi DaneA,
After some research and some digging around on the PC, I figured out that the firewall was blocking the TFTP port. After allowing Inbound and Outbound UDP for the TFTP port, I was able to get the TFTP server to work.

Hi FishEyeGuy,
We have been using TFTP32 for uploading and downloading files in our switches. Tech support file shows configuration as well as crashes and other logs. TFTP upload only supports specific log files.

I tried the SolarWinds TFTP server with no luck. I tried with the web service and using the command line interface. A check of the logs showed that the TFTP client on the switch timed out.
I'll give TFTP32 a try.
