Your VLAN tagging looks reasonable. I’d double-check the C9300 native VLAN matches the GS116EP PVID/untagged VLAN 1, and verify the GS116EP port is actually configured to accept all those tagged VLANs. Since access mode works, the turn/native VLAN mismatch is the first thing to test.
