I've realised that I do have one other PD, a TP-Link WA901ND. Having plugged it in, it also isn't powering up at all, but, I'm not sure whether it has a configuration setting that would need to be enabled for it to act as a PD, so that's inconclusive. I haven't used it in years, which is both why it didn't come to mind right away when wanting a PD, and why I'm not sure whether it needs enabling.

Let us try this. Kindly upgrade the firmware of your GS310TP to the latest version which is v1.0.2.2. You can download it here. Then, observe if the same problem will occur.
Note that you can perform a factory reset on your GS310TP after doing the firmware upgrade in order to start clean using the latest firmware. Then, reconfigure the settings from scratch. Observe if the same problem will occur.
