Thank you for your interest in my question, and I'm sorry for the delay.
I just found the manual below in Netgear Community.
Because I needed 100Mbps of Shaping Rate,
I tested scenario 2 by referring to the manual.

However, the results are not working as written in the manual.
And according to the manual, GS748Tv4, a similar model to the GS716Tv3, seems to say that both Ingree and Egress are possible, but the speed of Ingree and Egress is quite different.
Did I misinterpret something?
