GS724TPv2 and XFinity Modem

I know nothing, but I'd bet a small sum that it's optional.
If your (unspecified) "My old switch" was stupid/unmanaged, and you
were happy with it, then a similarly simple switch might have been a
better choice as its replacement than one with a 400-page User Manual.

If your (unspecified) "the Xfinity modem" has a DHCP server, then I'd
guess that it's a modem+router, not a simple "modem".
If you're replacing a switch with no DHCP capability, then why not
disable the DHCP capability in the new switch? How many things would
you like to change at the same time?
Visit http://netgear.com/support , put in your model number, and look
for Documentation. Get the User Manual (at least). Read? Look for
"DHCP"?
At the risk of disappointing your troubleshooting: The GS724TPv2 does not have a DHCP server. It offers some DHCP Snooping, however this isn't enabled by default.
Was your unspecified old "switch" probably a router?
So I start to wonder if what you suspect coming from a magic DHCP server might be some 169.254.x.x ZeroConfig addresses?
Come-on antinode there are just 118 occurences of DHCP on the 400 pages 8-)
