Most SFP+ ports don't allow to fix/lower the speed. Only option would be to install a pure 1G modules and use fiber, not DAC. SFP, SFP+, and fiber does not know anything about speed negotiation - different from plain copper Ethernet.
What server/OS/SFP+ network interface are we faing on the other side?

May you be able to try connecting it to the other SFP ports? Please make sure that the port that you are going to use is not set to "Stack".

I have tried that, on 2 switches in the stack, using all possible shared SFP ports. In fact, I even treod using a different switch entirely (A GS752TP and an FS726T). With those switches, and the same cable, I get link lights when the cable goes from switch to switch, but nothing when it connects to the server.

FWIW - the server in question isn't a system with SFP+ ports defaulting to 10 Gb/s?

I think you may have something there... It turns out that the port on the server is, in fact, set to 10G. I have been working with the vendor/Mfg to figure out if it is possible to change the speed to 1G instead. So far, no luck though.
