Cable Internet providers only assign one (public) IP address to a system connected, this is typically either a NAT/wireless router, or a single computer.

This is exactly what proofs that only the first device does receive a (public) IP address. All other devices, including the switch are not served and don't get IP addresses assigned, and either fall-back to default fixed IP (like the switch) or Zero config (Windows, Linux, MacOS, ...) addresses.

What you experience is not a swich issue.
Either talk to your Cable Internet provider - some cable modems can be configured as NAT routers. Or you have to add a NAT router to your set-up. The NAT router will provide private IP addresses to all the LAN devices, like computer, switch, ...
