This issue (from what I understand this address is used for 802.11r by Ubiquity APs) was fixed on select Netgear model switches back in the year 2017 -> https://community.netgear.com/t5/Plus-and-Smart-Switches-Forum/STP-Leak-using-Broadcast-packet-01-80-c2-00-00-1c/m-p/1293373#M6194
Well possible, not all switches accept this special Multicast address in a ACL/filter.
