Netgear switch ProSafe

 both switches are on firmware .31

I am trying to connect two switches and have an Ethernet cable connected to one of them to provide an internet connection to a PC.

This is what I have executed

The main server room has the connection line  I placed a switch and connected the switch to the main line managed switch via fiber on port 51. 

In another floor level a sub-server room I placed a switch and connected the ground floor main server room switch to the upper floor switch. 

I have checked what the port number is on the PC, got a new cable, and connected it to the port to the switch. 

result in a dull orange color where the rj45 is inserted. it seems to send only power but no connection,

both switches are communication fine and as it should be 

could you assist me if I missing something?
