Factory reset (default) the GS316EP, ensure the correct power supply is plugged.
Are the connected devices in question PoE powered?
Do non-PoE Ethernet devices connected show both Link and activity?
The GS316EP is about a 200 W capable unit, 54V, delivering up to about 3.7 A, best guess, the GS316PP power supply is the very similar 200 W unit, 54V, 3.7A.

Factory reset did not fix the problem.
The only device indicating that is connected and active is the router. No other devices have any indication of activity.
