Switches indicate receiving signal, not detecting devices

Power supply is the factory power supply that came with the switch. The indicators that I can see are the Power LED and the Left Port LED for the port coming from the router. There are no other LEDs lighting up and none of my other devices are receiving internet or power from the switch.
There are two PoE camera which are not receiving power or internet and my PC, which is not getting internet signal either.

Tastes like either the two PoE all other Ethernet connected devices are defective (extreme unlikely, isn't it?) - or this GS316PP is DoA (uncommon, but happens).
As a test, try the power supply of the previous GS316EP on the GS316PP, as all supplies the same voltage. For just the switch operations and supplying PoE to just two 802.3af or 802.3at PD, this seems sufficient.
