GS308P slowing connection
When I plug my cat5-e cable into my router I get 160mbps down, 40 up.
When I plug the GS308P into the same port on the router, then my laptop into the GS308P, I get 70 down, 40 up.
All tested and working cables, this is a recent problem which started seemingly out of nowhere, no changes to the network configuration.

You did try different ports on the switch and different cables?
That is an unmanaged switch so there really isn't any settings to change/manipulate on it.
It also has green/yellow led's to indicate what port speed devices are connecting at.
