I am having problems setting up port forwarding on this router. Basically from outside the network when I go to the routers IP on port 86 I want that to route internally to 192.168.0.38:86 so ...

You don't need to translate the port if your ISP allows well known ports.
It's possible they are blocking it. So you could use 8086 and translate that to 86.
The LAN PC software firewall also must allow access to the port.
What are you running on port 86?
