Even after a power cycle? How would I check this? I know it's not netgear hardware, but any keywords I'd be looking for would be great.

It's constantly connected to the HSPA network yep. It seems that accessing the 3g network may be a secondary issue at the minute. The biggest concern seems to be that I can't even access the admin panel on the Sierra router.
