Designing and implementing a basic distribution network is comparably simple. In general, I suggest to avoid any experimenting with wireless mesh type implementations.

To build a simple LAN using Ethernet in some hub-and-spoke config is basic. Considering what's available these days https://www.ookla.com/articles/starlink-hughesnet-viasat-performance-q1-2022 a simple Gigabit Ethernet, even if sharing two Starlinks, looks fine as of writing. but things can change very quick.

Challenges start with having to (or more) Internet connections for most users. You need a router to combine these Internet (WAN) connections, able to apply some load distribution and connection/bandwidth availability, apply bandwidth limitations to the individual apartments and/or concurrent users. You might want to target a single LAN with a single IP subnet ideally for user-friendliness..

Think about the fact that Starlink is nice for some areas, however, the available average bandwidth is limited. Especially if you compare to what decent Wi-Fi can provide. Current essential Wi-Fi 6 AP demand 2.5 Gigabit Ethernet LAN connections to be able to cover the Wi-Fi 6 bandwidth alone.
