Thanks for this suggestion! I've double checked that I had all Instant WiFi settings off:
Automatic Channel Allocation: Off
Automatic Transmit Power Allocation: Off
Schedule: None
Allow Devices to Trigger Instant WiFi: Off
This issue is still present in the Insight managed AP. There's no Instant WiFi feature in the locally managed AP.
