Wax206 Access Control
I Just Purchased A WAX206 To Use As An Access Point For My R7900P Router. If I Have Access Control Set Up On The 7900, do I Also Need To Set Up On The WAX206?
Oh big sorry please, I stand corrected. Had checked a R7900 instead of a R7900P. This model does have a single simple network ACL, indeed.
Said that, if you insist of managing device level MAC address ACL, both the R7900P and the WAX206 ACLs do the same style of filtering. So to have a MAC ACL to add an additional layer of control, you need to configure and maintain the ACL on both devices.

Depends what kind of access control you have in mind. What is available on the Netgear routers like your R7900 in router mode differs essentially form what we can do an an access point level.
"Block all new devices from connecting. With this setting, a new device cannot access your router’s Internet connection, but can still access your router’s local network. Before a device accesses your router’s Internet connection, you must enter its MAC address for an Ethernet connection and its MAC address for a WiFi connection in the allowed list."
A wireless access point is a bridge between the wireless network and the wired network (LAN):
"You can use access control to block or allow device access to your network. An access control list (ACL) functions with the MAC addresses of wired and WiFi devices that can either access your entire network or are blocked from accessing your entire network."

I Have Access Control Enabled On The R7900 Blocking All New Connections. When I Add The WAX206 As An Access Point To The Network, Is The ACL On The R7900 Sufficient To Block Access To The Network Or Do I Need To Enable Access Control On The WAX206 As Well?

Well, please read what exactly this ACL does on the R7900:
It's not a global "Block Access To The Network" - "a new device cannot access your router’s Internet connection, but can still access your router’s local network".
Is this what you really need and want to achieve? Is this worth the effort after all?
the ACL on the WAX206 on the other hand can block any client accessing the local network, including the Internet.
Again, what is the intention for considering this here?
Ok, You Have Me Confused. The Documentation And The Actual R7900P User Interface Both Say The Following: You can use access control to block or allow access to your network. It Says Nothing About Blocking Only The Internet.
Read everything. Sorry, I know it's confusing. The reference to the details is attached above. Don't blame for strange product specs - I'm not Netgear manager. But again: Why do you think you need this ACL feature? Only clients with the appropriate security config can access the network. Fully managing MAC addresses - leaving alone these privacy enhanced clients defaulting to random MAC addresses .... almost non-manageable networks are - without the help of a management platform - predictable to me.
