Huh?  What, exactly, is not connecting to what, exactly, when you do
    what, exactly?

    > [...] because I cannot change SSID and password.

"cannot" is not a useful problem description.  It does not say what
you did.  It does not say what happened when you did it.  As usual,
showing actual actions (commands) with their actual results (error
messages, LED indicators, ...) can be more helpful than vague
    descriptions or interpretations.

What, exactly, are you trying to change, and what's stopping you from
    doing it?

Visit http://netgear.com/support , put in your model number, and look
for Documentation.  Get the User Manual (at least).  Read?

A WAX214 is a wireless access point intended to be operated connected to the wired network.

The WiFi 6 AX1800 Dual Band PoE Access Point Model WAX214 or WiFi 6 AX3600 Dual Band PoE Access Point Model WAX218 Installation Guide does state:

    1. Connect the WAX214
    2. Join the management WiFi network - everthing required is printed on the label.
The default name of the management SSID is printed on the WAX214’s label.
The SSID uses the format “WAX214XXXXXX-CONFIG-ONLY”, where XXXXXX is
customized to every device (based on the last six digits of the MAC address).
Enter the default password (network key) printed on the WAX214’s label.
    3. Log in to the local browser UI
Note the aplogin.net URL can only work while you are connected to the AP. And the IP address can be assigned by your router DHCP server, well possible it's not the default at this point anymore.
    4. Connect to the Internet and update the firmware
The Installatio Guide linked above does show more information on this process.

Once updated, connect to the config-only “WAX214XXXXXX-CONFIG-ONLY” again, and use the aplogin.net - or while connected to your existing wireless or wired network, check the router DHCP server or attached device list for the WAX214 MAC and the assigned IP address.

Now you can login to the WAX214 management Web UI and configure it to your needs.

But again: Even if configured, it will not connect _to_ another WiFi network like an extender or repeater or bridge. It does always require a wired connection to the router or the rest of the network.
