A support ticket seems like the way to go.
We’ve actually had these APs for about 6 months now powered by a Cisco C9300 switch via 802.3bt. They’ve been working fine there. While doing basic troubleshooting, I read some release notes about the WAX630E not negotiating PoE++ about a year ago and I upgraded the fw to see if it would fix the issue I’m having as well.

I'm facing the exact same issue with the same product and a Cisco switch CBS350-48NGP-4X which can deliver 60w. The PoE port works perfectly with other AP and IP cameras.
