What I tried first was set in DHCP mode,
But trying manually (static IP) with same numbers, does not work.

SO with DHCP
I got Ip: 169.254.253.214
Subnet: 255.255.0.0
Tried http://169.254.101.100 in the browser, No log in page shows.
Deleted com.apple.alf.plist Pref file,
Restarted computer and now DHCP Shows:
ip: 169.254.101.213
Subnet: 255.255.0.0
Still no Log in window.
Supposed to be plug in, create profile and go!

Well, the Mac adapter is configured to DHCP, lack of a DHCP sever on that LAN, it does fall-back to a ZeroConfig IP address instead of DHCP. But that's OK.

Why oh why? It's still http://169.254.100.100 for "any" port, respectively http://192.168.0.239 for the OOB port - permitting it's just a direct connection from the Mac to the OOB port, would require a manual adapter config on the Mac into the 192.168.0.x/16 (255.255.0.0) subnet.
Much easier in my unqualified opinon would be a connection of your M4250 switch OOB port to your usual LAN (e.g. the router). There the DHCP does typically assign an IP address, and with the help of the router DHCP table or attached devices MAC you should be able to locate the OOB port IP address, and you can simply reach it from your usual LAN resp. WLAN.
Before open the web browser, try a ping to the IP addess .... if there is no answer, something is wrong.
