An actual version number might be more useful than your opinion of
whatever might be "the latest". (Especially tomorrow.)

"After" and "because of" are spelled differently for a reason.

Depending on exactly what "re-installed my operating system" means,
that would suggest to me that your problem is bigger than some "Netgear
Genie software update".

I can surmise all kinds of other things. Netgear software may be
nothing to brag about, but I'd expect to hear more complaints than this
one if they found such an effective way to cripple a Mac.
It'd be nice to get more information than "no longer completes
booting up". I know approximately nothing about how much stuff the
"Netgear Genie" installer could mess up, but I might try booting the Mac
from a macOS installer disc/USB-gizmo, and removing as much Netgear
stuff as I could find from the macOS disk.
As I recall, there's some kind of "verbose" option for a Mac start-up
(Command-V after the chime?). An interesting message might fly past in
that mode before the disaster occurs.
