Use 10Gb port for LAN Nighthawk

Is it possible to use the 10Gb LAN SFP port as LAN w/o internet?

I have sx10 on the 10gb sfp+ and works like a charm.No problem to access al the local devices and going on the internet.

Are you wanting to use the router as a LAN switch or just have that specific port without internet and just for LAN?

No I don't think that would be possible. A workaround could be blocking whatever the device connected to that port is via the Device Manager.
