Did you first update the 2nd system to same FW verion that is currently on your existing system, then once thats done, power OFF the 2nd system, then power on the one RBS you wanna connect to the existing system and press the sync button on the RBS then select Add Satellite on the existing systems RBR Web page using a wired PC and web browser, to see if it will sync? It should here.

I haven't powered up the 2nd system yet. But won't be able to do anything about firmware since the ORBI app login if fubar.

You can manually update the system with out using Orbi app:

Netgear tech support told me the only solution to the app problem is doing a reset on the router and starting over. REALLY don't want to do that and potentially break a otherwise working system to just add a satellite. REALLY frustrated at this point.
Not sure how I can setup the 2nd system either since I'm essentially locked out of the admin account in the app.

Use a ethernet connected Pc and web browser to log into the existing RBR and save off a backup configuration to file:

Then you can perform a factory reset if needed. Log in and get that setup then re-apply the configuration backup.
