I'm not sure what you mean by 2x2 and 4x4. I guess my question is: should I be able to get close to 1Gb/1Gb when very near the RBR850 (assuming the Modem is delivering 1Gb/1Gb and the ethernet connection between the Modem and Router is good)? I just haven't expected this much degradation at the Router. I realize the devices (laptop, phone, etc.) will have an impact, but I can't find a single device - I've tried 6 - that comes close... making me think that the Router is struggling in some way.

This is the wifi radio/antenna configuration in the client devices.
For instance, an iPhone 14 has 2x2MIMO and also has a maximum channel bandwidth of 80 mhz. That limits its max physical wifi rate to 1200 Mbps with 802.11ax. Your Orbi is capable of twice that speed.
Note this is the max theoretical speed. Real-world speeds are much less.
Another factor is the transmit power of the device. While Apple doesn't disclose that for iPhones, most mobile devices only transmit about 15 milliwatts in order to keep battery life reasonable. That can limit the upload speed.
