ORBI RBE 971

Just purchased an ORBI 970 series from a reputable seller, item is not new it’s used but in amazing condition. Was tested by seller before being put up for sale. I purchased, but for whatever reason the light just keeps on blinking white. I’ve tried multiple factory resets, I even factory reset my ATT modem and still to no avail the router just won’t connect or finish the setup. It’s looking like I’ll have to return. There’s nothing else left to try, guessing it might be a firmware issue but I can’t even set it up to address that issue. Oh well
