Web browser into local router then and only then do I get the personal questions
Interestingly I can login RAXE500 through the cloud, and the mobile app, yet when I try through a web browser into local router then and only then do I get the personal questions. I am confident, that there is no record of these questions previously, hence any answers given will be wrong. I have more than 20 machines on my network, and to factory reset the system, would take days or week to reset up. Not healthy for a novice admin, in a working household. If I proceeded as advised I also think will be a failure, as the security is not the same as the cloud-based security, which includes passkeys. This local login seems to be about 10 years old when personal questions were used. I think these routers need a firmware update so the internal webpage login security matches more secure passkey and biometrics, and two form authentication capabilities. I found old Linksys easier to manage, as most of the administrator controls are not available.
As always anything, and most likely it is user error, yet tech support should have a better attitude, more like thank you for letting us know about this error (Customer Research and Development saves company money). (Ask questions to further define the error) We will record and log these issues and send it to our technical crew to see if they can replicate the issue. As a short quick fix you might consider, writing down the answers to the questions, then conduct a factory reset. Please let us know if this works for you.

During a Factory Reset or replacing a router, I always set the WiFi credentials to exactly what they were before. This allows every device to reconnect without any effort on my part.
(have had the same WiFi credentials for over 20 years)

You're caught. If you didn't setup the password recovery questions, it still asks them but there isn't a correct answer. You've found that out. To get back in through the gui if you don't know your password and didn't setup the recovery questions would be the reset that will take you time to redo. If you end up doing this, I'd make sure to make a backup of your settings for next time. it stinks to do but we've all done it at some point and had to spend more time than we'd like reinstalling something.

Great, so you do have access.

You need to log in as "admin" when you do this (and can't use your cloud credentials). Are you doing that?
Also, are you using the steps here to reset the admin password?
