Have you tried to factory reset the unit by holding the reset button for 10+ seconds?

I tried that several times, I called the ISP and it wasn't on their end, it's weird because when I go to get into it to even change or look at the settings it resets the entire router, it won't allow you to do anything at all in the menus.

Try to remove the coax from the modem then try to access those settings this might tell you if it is a ISP issue if not because if it does not have the same behavoir with the coax cable removed then it says its a config issue on the ISP side or we may need to get you in contact with Netgear support.
