Factory reset the modem and setup from scratch. A complete pull of the power adapters for a period of time after the factory reset then walk thru the setup wizard and setup from scratch with a wired PC and web browser.

Besure to clear out all browser caches.

Try using a different browser. MS Edge, Firefox or Opera is recommended.

Recommend setting the default DHCP IP address pool range to the following after applying and a factory reset: 192.168.#.100 to 192.168.#.200.

      Thanks for your reply

      But,....

I did the reset, &  unplugged (from power)

      and nothing changed

I still can't pull up the "Set up new network" page

I tried the reset password instructions, but I can't pull up any page with that active prompt

I go to settings, click "available networks", "netgear 38" comes up, asks for network key, I did not create one, so, nothing happens

      Thanks again

Look at the nameplate on the back of your unit.  The nameplate lists the default SSID and the Wi-Fi password for the default SSID.  Use these to log in to the Wi-Fi.

      ADDITION TO MY REPLY

I cannot get "The Set Up Wizard" to appear

Is there any downloadable software available for this piece?

      Thanks

Nothing seen at 192.168.1.1 in a web browser on a wire connected PC?

Last resort, you might try a 30-30-30 reset,
