thanks Michael (unfortunately ryan has hijacked this post with a different problem). I'm restating the issue, with the correct model number this time:
My netgear modem/router CG3000DV2 was updated at some point without my knowledge, and now has a new "genie" interface when logging in through a browser. It previously had the dark blue UI with buttons on the left side--now it has "genie" interface with more colorful UI. I did not initiate this update--it did it automatically somehow (or I was hacked?)
In the old interface I was able to set up a MAC address list to ONLY ALLOW devices that I selected (i.e. my own devices). Now it seems all I am able to do is BLOCK a specific device.
What happened? Is this feature no longer available?

But my suggestion to him still stands. Did you "factory reset" the device?
Maybe your ISP forced the update on you. DOCSIS is alien territory to me.

Such as:
How do I perform a factory reset on my NETGEAR router?
Do that and you may recover control of your network.
If not, how are you connecting to the CG3000DV2?

I am not confusing the issue.
My advice is the same.
RESET THE ROUTER TO FACTORY SETTINGS.
This is standard troubleshooting procedure, especially if you have somehow got new firmware.
