C3000 downstream light blinks while all other lights are off

So last night my ISP (TWC) was having problems with its network. I at first thought it was a problem on my end so I turned off my router and turned it back on. But now only the power light is on and my downstream light keeps blinking. All the other lights are off. My downstream light blinks for about 25 seconds then mt power light goes red and all other lights turn on for a split second and them my power light goes back to solid green and no other light is on for about qp seconds. Then my downstream light starts blinking again and the cycle continues. Anyone know what is causing this?
