c3700 Secruity Question after Factory Reset

After pressing the reset button in the back, http://192.168.0.1/ asks me for serial number which I provide then asks me to answer two secruity questions. I didn't set any questions. I keep trying to factory reset it but end up in the same page.

    are you pushing and holding it until the lights flash? usually 7-15 seconds? 

    have you tried a different pc/browser?

      Yes. Held it until green light flashed again.Tried different browser as well.

       

      Sometimes it doesn't even let me go to the serial number page

        Make sure the coax is unhooked when you do it. 

        Try a different pc and hardwire into it . 

        also try going to 192.168.100.1
