C3700 speed cap

just got this modem, set it up and for some reason i am caped at 21mbps, i should be getting at least 30mbps, i talked to my isp about it and they sent a "signal" to it and had me reboot it, it did nothing, my old modem got the full 30mbps just fine, i have looked all over the internet and cant seem to find any thing about this.
i am not useing wifi, i am pluged in directly with ethernet cable, no routers between my pc and modem.

my modem is on

Firmware VersionV2.02.08

and my isp is suddenlink by altice if that matters

    Does same thing happen with a different wired PC? 

    Be sure there are no coax cable line splitters between the ISP service box and modem.

      yeah it dont matter what pc i use, and there is a spliter but its in the service box it is the one the isp put in for the tv line (we have tv through them to) im pretty sure its not a pc issue, when we used the old modem we had 30mbps on all devices/pc's but the old modem is going bad now (wifi stoped working and it loses all its upload)

        Might contact NG support and ask about this. Sounds like 3700 isn't working to spec...You might get into a CM model modem which is modem only and then connect up a external wifi router, like NGs R7000 series.
