Ideal config (and easy config) since you have two devices.
C7000 - Changed to Bridge mode with WIFI off (Turned to plain 24x8 modem)
R7000 - Used a primary Router and it has more features in general.

when you put C7000 is BRIDGE MODE (Acting as Cable Modem), DO NOT CONNECT anything other than R7000 behind it. If you connect MULTIPLE devices, it will NOT work.
your ISP provides you ONLY 1 Public IP and you can connect only 1 device in Bridge mode,

If the R7000 router features are more important to you than having
two wireless access points instead of one. "Ideal" can vary from one
situation to another.

Or, just read the C7000 User Manual, and look for "Cable Your Modem
Router to a Router and Use Bridge Mode", as suggested above:
/!\ CAUTION:
Once the modem router is in bridge mode, you must connect
only one device (your router) to a modem router LAN port. In most
cases, Internet service providers provide only one public IP
address and connecting multiple devices will cause conflicts and
will cause your devices to stop working.
