so its either:
1. the line from the isp.
2. the provisioning sent to it.
3. the C7000
Its tough when you dont' know and can't prove. do you have a spare modem you can try or will the isp give/lease you one? I've had to lease one once for a month to prove to an ISP that it wasn't my modem causing the slowdowns. They're much more liable to work on a line when their equipment isn't performing.

It wasn't the line. I'm not sure if it was the provisining or the C7000, but I bought the CM1000 which is rated for a Gigabit, had it acctivated and I had the exact same issue, talked to a tech and he sent a refresh code now the issue is fixed. A part of me wants to add the C7000 back and have them send a refresh code just to see what happenes, but at this point I am just happy to have my speed back. Luckily I already had 6 Eero mesh routers because the CM1000 does not have a built in router.
