Can C7800 be used as a ethernet router or with other services such as Verizon Fios
Will this router work as a regular router if I move to a location served by Verizon Fios instead of comcast?

No. if you intend to use it with verizon, DO NOT BUY C7800 and create trouble for yourself.
just buy seperate Modem and Router (such as R7000P or R7800).
