Is this compatible with optimum internet and voice also even i was not able to reach the admin page connection was refused..

Hmmm. Sounds as if the router's web server died. Sadly, that's not
unheard of with Netgear routers. You might also try 192.168.100.1, but
no bets.
If power-cycling the router doesn't help, I don't know what else you
can do, other than complain to Netgear. You could ask your ISP to
reload the firmware, or otherwise do what they can to whack it in the
head. You might get more help from someone who deals with cable-TV
routers more than I do.
