So you have tested your PCs directly connected to the CM modem with out any external wifi routers connected?
Be sure the network adapter on our PCs are connecting at 1000Mpbs.
Be sure your using good quality LAN cables. CAT6 is recommended.
Have the ISP check the signal and line quality UP to the modem.
Be sure there are no coax cable line splitters in the between the modem and ISP service box.
Be sure your using good quality RG6 coax cable up to the modem.

1. Tested with direct cat 5+6+7 cables, both old and new. Known to go over 600mbps on another modem. I have had my ISP fully troubleshoot testing internet signal from the source, home wires, all the way to the modem and the only fail point was the modem itself not acknowledging the signal.

If a reset doesn't work to help the modem out I would presume the modem is faulty since you tested a different modem on the same line.
