CM1000v2 and Rax-5

My CM1000v2 modem will not connect to my Rax-5 router. Both are new

    Has a power off for 1 minute then back ON with the ISP modem and router and satellites been performed?
    Be sure to restart your network in this sequence:
    Turn off and unplug modem.
    Turn off router and computers.
    Plug in and turn on modem. Wait 2 minutes for it to connect.
    Turn on the router and wait 2 minutes for it to connect.
    Turn on computers and rest of network.

    Be sure your using a good quality LAN cable between the modem and router. CAT6 UTP is recommended.

    Make sure the modem is activated with the ISP first.

    What error do you get? 

    Can you log into the modem while its connected to the router? (go to 192.168.100.1)
