Be sure there are no coax cable line splitters in the between the modem and ISP service box.
Be sure your using good quality RG6 coax cable up to the modem.

I'm under the impression (perhaps mistaken) that Docsys 3.1 has built in active return as part of the modem, so there wouldn't be need for the amp to have active return. While a number of channels are worse than -7dB, its the downstream OFDM power at <-10dB that I expect is the issue. TIA for the info.
