I wanted to share that my issue is now resolved.
Initially, getting support from Netgear for my out-of-warranty modem was challenging, especially for what seemed like an "ISP-side firmware" issue. I couldn’t open a case via phone or chat without purchasing a support plan, which was frustrating. So, I turned to my ISP for help.
I connected with an upper tier technician who, despite initially pointing to the modem vendor (since it’s customer owned), worked with me to troubleshoot the issue. After another reset/refresh on their end, the ethernet port finally was able to deliver the 2.5 gig expected speed (1900 to 2100 Mbps).

It would appear that the Fluke CableIQ tester is rated for gigabit Ethernet. Might lead to a conclusion that it is not capable of measuring higher speeds.
Does this router include a Speed Test that can be run on the router itself?
Would be really helpful to have a computer with a 2.5GB Ethernet adapter that could be connected directly to the modem to run a speed test.
It is not obvious (to me) how a customer would open a support ticket on a product purchased in 2021 (four years ago).
