CM400 Blinking Amber Ethernet Light

I am a Time Warner Cable customer and I have been using their rented modem connected to an Apple Airport Express router. I just replaced their rented modem with the CM400. It is connected to the Internet and the ISP says it shows connected on their end. I registered the MAC with them.

My iPad and PS4 are able to use the wi-fi network and connect to the Internet without issue, but two iPhones and a laptop are not. The only negative indication from any hardware is a blinking amber Ethernet light on the CM400. My iPhone just spins when it tries to connect to the wi-fi network. It does not display any technical information, such as IP or DNS. Any idea what the issue could be?

    Hello Ewisnes

The ethernet blinking amber is normal its just indicates its connected to a 10/100 Mbs device if it was green its connected to a 1000 Mbs device. The issue would be with the airport router you may want to contact apple support for help with the settings on that device.
