CM700 Downstream light blinks

Recently my modem’s downstream blinks constantly. This has resulted in slow speeds to complete drops. A technician came out yesterday and claims he changed a line outside, but the problems still persist and have even gotten worse and more consistent.

Support today told me that since my modem is DOCSIS 3.0 I need to upgrade to a new DOCSIS 3.1 and this would solve the problem. I wasn’t buying it so I checked the modem logs and there are critical errors everywhere. I attached two screenshots, please tell me it’s the ISP and not my modem that is messed up.

    Has the modem been reset since he checked the line? 

    If so, you have a ton of errors in your line/logs. 

    Check the line inside the home for damage, kinks, old/loose/corroded/cheap/bad connectors and remove them if there are. 

    Remove any splitters, amplifiers, or signal attenuators. 

    Preferrably, move the modem to right where the coax enters the home to prevent wiring inside the home from being the issue.
