I would say that only a few volts either way since the router's ciruits are design for 12 volts dc too low the firmware could be damage or hardware and too high you could burn out parts in the router. You could run the router off a 12 volt battery with a fuse inline to protect the wiring from the battery remember a 12 volt battery charges at the mid 14 volt range depend ing on the battery type.
Thanks for your comments. I understand the risks which is why I want to find out the safe operating window for input voltage before attempting to connect a battery. The SLA battery voltage would be typically 13.5V when fully charged (higher while charging as you say but it wouldn't be connected to the router under that condition) so I want to be sure up to 14V wouldn't damage the router.
I may try running the router from a bench power supply with a current limit to determine the range but I would prefer to get actual limits from Netgear.
