Devices appearing in Network (viewed by Windows explorer)

I have a c3000 Cable Modem/Wireless Router, Time Warner as the provider. I have no issue connecting to internet wired or wireless.
The issue: When using Windows Explorer and checking the network, i can see additional devices on the network (tablets and mobile phones) that have no IP address, but does list the device, along with the MAC address. However, when using IP Scanner, the "other" device(s) does not appear, only the 2 computers and the router appears. When checking the router, only devices that show as connected are the 2 computers only. Please note that the "other" devices are not mine. All of the possible wireless devices have been turned off.
This behavior was observed when both computers were connected wirelessly, and wired.
When connected wired, I disabled the wireless function on the router, the "other" devices do not appear at all (tested for a week). Once enabling the wireless on the router, the "other" devices begin to appear. Please note that it stay visibles (using Windows Explorer) from anywhere to a few minutes to couple hours.
I cannot figure out why these "other" devices appear. I do need the wireless to be functional for my tablet and smartphone
What i have done so far:
I have already reset modem back to factory, changed SSID Name and Changed Password (Security WPA/PSK). I have also changed the logon password. Wireless Guest is disabled. Wireless is enabled and broadcast visible. Remote access is disabled. WPS has been disabled. No other Router/wireless is being used. Laptop and a desktop are now connected via wired connection. Both computers have their wireless network adapters disabled. No other devices are connected (USB) to the computers (smartphone, tablets, etc.) Router is set to only allow specific devices only (2 computers). Smartphone and tablet wireless is disabled.

It sounds strange but it could for some reason have mac address of old devices that have connected to the router in the past saved in the modem. I would try to factory reset again make sure you hold the reset button for at least 10 seconds.

Appreciate you taking the time to comment, however, from my original post, you can see that i have already reset router back to factory. assigned new logon password, and a new SSID/Password. Disabled WPS...etc. (see original post)
Any other ideas?
Please keep in mind that currently, both computers have thier wireless disabled. when i turn on the wireless on the router (only), the device(s) that i have never owned begin to appear..only within the windows file explorer.
