Wow, I just figured this out. The user name has to be "anonymous". Hope this helps out the next person

Or "ftp". At least on my D7000 (V1.0.1.54_1.0.1). That's fairly
common, but not universal, on anonymous FTP servers. So, if you're
writing some general script, then "anonymous" is safer, but if you're
typing interactively, "ftp" is often worth a try.
