Huge ping spikes wired and wireless

Hello, after fighting with my IPS MediaCom I have been experiencing so many issues with my internet spiking from 20ms ping to 250ms randomly and in a constant manner an example of pings ive experienced through ping google through command prompt using (ping www.google.com -t) are 

 

time= 19ms

time= 17ms 

time= 47ms

time= 55 ms

time= 241ms

time= 171ms

request timed out

request timed out 

time= 18 ms

time= 181ms

time= 170ms

time= 250ms

time= 18ms 

and so on. 

 

I am through a wired connection, my ips has come around 12 times to my house to fix the splitter, lines, and tap and they have ruled it as a router/modem issue. 

 

My support contract is up and i do not want to pay $81 for a one time fix.

    What you could try if they're saying it isn't the modem is to have mediacom put in their own modem and rent if for a month. Then check speeds/pings. If you continue to have spikes, its still the line and they can't blame your device. 

    If they resolve, then it could be your device.

      ive had the same modem at my college house and it worked fine but about three months into using it at my parents house it started having problems. I called netgear and they said i need to "configure it" with their technitian but thats just scam to get me to buy the insurance.
