IP address on phone changing from 192 to 136

What SSID is the 136 connecting to?
The iphone connects to the home SSID (2.4Ghz) getting a 192 address on the router and after a few moments that 192 ip address changes to 136 on the same SSID.
if i go to the settings on the phone, i can see that the ip address is still a 192.
ive tried doing a reset to default on the router and on the phone having the same results.
Just wanted to post an update on this.
i just reset to factory the iphone and upon connecting to the wifi ssid it immidiately changed it from 192 to a 136.
there is something off with the router
Reset your router to factory default and reconfigure. You may want to re-flash the router's firmware also. Find your router's documentation here.
this cant be done on the router due that there is no option inside the menu and there is no firmware to download on the website.
